A spring in your step…
...and the fine crisp weather of late may lead you to thoughts of tidying the garden in readiness for summer, but give yourself a little break and read on. There is a lot going on Devon-wide that is sure to be of interest and may give you the information and support that you’ve been looking for.

Benefits…

...and Volunteering

Volunteering can be anything from being a good neighbour, to working with charities or other non-profit making organisations.

The Government wants to promote more volunteering by people of all ages and from all walks of life - including people on Benefits.

People sometimes fear that doing voluntary work will affect their Benefits. However, people getting Benefits can do as much voluntary work as they wish, as long as they continue to satisfy the conditions of entitlement for the Benefit they receive.

Benefit problems as a result of volunteering often are due to misunderstandings about what the person is doing or the nature of any payments they are getting.

To prevent this, people doing voluntary work should always consult their local Jobcentre Plus office or Social Security office, who will advise them what they need to do to ensure they continue to receive their Benefits.

Do you need a little TLC?

Time Limited Counselling (TLC) is a professional and confidential counselling service working within a time-limited framework leading to personal development and empowerment.

Based at 43 Fore Street, Totnes, all the counsellors are trained, carefully assessed and in regular supervision. Confidentiality is given the highest priority.

Carers Soapbox

In response to Mrs P in Issue 32…

...we received a letter from the Chief Officer of Age Concern (Torbay), Robin Causley, to say that Age Concern staff in Torbay are not actually involved in Fairer Charging assessments. Therefore, it is likely that Mrs P was referring to the involvement of agency staff in Devon, where the Fairer Charging assessments are undertaken by a multi-agency team. We apologise for any confusion that this item may have caused, which only goes to highlight the different ways services can be arranged - depending on where in South Devon you happen to live.

How well I identify with Mrs P in Issue 32.

The so called “overlapping benefits rule” is cruel to carers and as I have said on radio and television, the one way in which we could bring full attention to what we truly do would be to “down tools” for a week or two and that would bring the nation to a standstill!

Sadly, as people of compassion, we can never do this, and therefore we are held to ransom by the authorities and various governments. The many carer associations do stalwart work to correct this and slowly chip away at the bureaucratic iceberg, but in the meanwhile carers are left to get on with the job at very little cost to the government and great cost to themselves.

More Government money for carers - with a catch!

The amount of money coming to Social Services from the Government ‘Carers Grant’ has been increased by another 25% for this new financial year (from £100 million to £125 million nationally). Over the past few years, the Carers Grant has enabled local authorities to develop and expand different types of services, to enable carers to get a break from their caring role. So this increase has got to be good news!

The only possible concern is that, from 1 April, the Government has removed the usual strict conditions that it places on local authorities concerning how they spend this money. Hopefully, Social Services will still use the Grant to establish services that support carers, and will continue to involve carers in their decision-making. The Grant is still ‘targeted’ at carers, and local authorities have to submit detailed returns explaining how they are providing services to carers. Watch this space to see how things develop. Carers still battling for support

Carers save the economy £57 billion a year, yet according to new research by Carers UK, they are getting little return on their investment. Over the past decade, carers have gained new rights, but slow progress has been made in turning these rights into real changes for carers.

The Government’s National Strategy for Carers set out to deliver choices for carers. The report “Missed Opportunities” shows that carers in reality are forced to lead restricted lives, plugging the gaps of a woefully under-funded social care system.

The Reports key facts are:

30% of the people they care for have never had a community care assessment

Only 32% had a carer’s assessment

45% of carers don’t know they are entitled to an assessment

Only 37% of those who were assessed actually saw their services increase

Carers UK is calling on the Government to set out its next phase for delivering the National Strategy for Carers. This must include a major rethink on accessing social care, accompanied by significant investment - otherwise choices for carers will become empty words.

Anger Management for Carers

Some carers in South Devon have already attended a session on managing anger - their own and other people’s anger. They benefited so much from it that Carers One-to-One Link has set up a day’s course on this subject. The course is being held at Brogan House, High Street, Totnes on Wednesday 21st April 10.30am - 4.30pm. The cost is £3 and booking is essential to make sure you get a place.

All carers are welcome. Tea, coffee and cold drinks will be provided, but participants are asked to bring their own lunch. For further information, please contact Claudia Benzies on (01803) 712669

SDCC currently has several brand new copies of the Carers Handbook - A Practical Guide to looking after ill, disabled and elderly people. Then welcome to the Expert Patients Programme - a Chronic Disease Self Management course, offering a range of skills which will help to improve the way you manage your long-term health problems. Anyone over 18 is eligible who is living with a chronic health condition. It will improve your quality of life, relieving stress on you and those around you.

Friday 18th June

A Devon-wide celebration for carers will be held at Exeter Cathedral at 2pm. The event is for carers of all ages and religions, and friends and the cared-for person (if appropriate). Young carers from around Devon have designed the Order of Service, and a poem or prayer written by a carer will be read at the event. Young carers are also to perform a short piece of theatre. The afternoon is held to celebrate the work of carers in Devon. Extra respite can be paid for and transport provided.

Carers UK AGM

The Annual General Meeting of the Ivybridge and District Branch of Carers UK will be held at Chapel Place Community Centre, Fore Street, Ivybridge on Tuesday 20th April 2004 at 11.15am.

A new committee will be elected and they have some important decisions to make, so your views as a carer are very important. Only members of Carers UK can vote, so make sure your membership has been renewed. If you would like to join the committee or stand as a branch officer please contact Mavis on (01752) 690278


The Consortium needs YOU!
SDCC provides a range of services that benefit carers, often indirectly, but in ways that are appreciated by its members and its funders. SDCC’s members, of which there are over 400, elect their own management committee every year, at the AGM in July. The management committee is composed of either carers or former-carers. The current committee is very keen to see some members who live in the South Hams & West Devon area join the committee in July, as this district is very under-represented on this group. The committee meets every couple of months, and all expenses can be reimbursed. If you are interested to know more, please call Justin on (01803) 294275 for an informal chat about what is involved.

Teignbridge Supplement
No such thing as a free lunch

Or is there…? Do you want to see your local carers services improved? Do you want to hear what other carers in Teignbridge think about the health and social care services? Do you have any ideas about how they can be improved?

If so, you would be made more than welcome at a get-together for carers in Teignbridge taking place on 19 April, in Ashburton. This includes a free hot lunch (yes, free!), but following lunch, the group will be looking at some ideas about how Social Services will be spending its Carers Grant this year - an additional 25% increase on last year, and all for carers’ services. If you are not the sort to speak out in a group, don’t worry - no-one will to put you on the spot.

A guest speaker at this get-together will be Mike Eckersley, one of the Operations Manager for Teignbridge Social Services. Come with your questions, or just to meet up with other carers. To find out where this is happening, and at what time, call Justin on (01803) 294275.

Monday 14th June

The Lord Mayor of Exeter is to host a reception for carers from Teignbridge and Exeter in the Guildhall in Exeter at 2pm. Carers are invited to pre-submit questions to an expert panel of professionals from Primary Care Trusts, Acute Hospital Trusts, Community Hospitals and Social Services Officials.

Nominations are requested from carers for a GP Practice or Pharmacy that has been aware of the needs of carers. The one chosen will be presented with the Townsend Trophy. We would also like carers to nominate another carer who has given particular devotion to their caring role. The carer chosen will be given an award.

Ashburton and Buckfastleigh Carers Group

This friendly carers group is holding their coffee morning at Ashburton Town Hall on Friday May 8th at 10am. The aim is to raise awareness of hidden carers and to raise funds to enable carers in the group to have some social events and provide respite if required.

Their support meetings are held on the first Friday of each month. If you would like to meet other carers, then just come along to Ashburton and Buckfastleigh Hospital at 2pm. For further information, please call Sonia (01392) 824752

Kingscare League of Friends

The volunteers at the Kingsteignton Medical Practice have a very busy year ahead, and are on the look out for new recruits. They especially need volunteer drivers, between the ages of 25 and 70, with some spare time and a willingness to undergo the Devon County Council minibus training course - this is so the minibus won through the Herald Express in the autumn can be put to maximum use.

They are also on the lookout for more volunteer drivers to bring patients into the surgery for routine appointments.

Torbay Supplement
Time for a day out…

“DAYS OUT” is a new service that has been developed by Age Concern (Torbay), in partnership with Torbay Social Services and funded by the Torbay Partnership Committee.

Days Out is a service that has been designed to meet the needs of older vulnerable people in Torbay. Host carers open up their homes to a small group of up to 4 older people for the day. They offer: a Monday-Friday service, opportunities to socialise and make new friends in an informal home-from-home environment, a range of activities based on individual interests, day trips, excursions and a mid day meal. The service also provides transport to and from home.

Your Views Develop Services

The Supporting People Task Group would value carers to contribute their experience. That is, if you care for someone who now lives in rented accommodation where there is extra care and support on hand, eg sheltered housing for older people, those with physical or learning disabilities, or mental health problems.

The Torbay Carers Register Needs YOU!

The work of the Torbay Carers Register and Emergency Response Card Scheme is overseen by a small and enthusiastic group of carers and staff from the local agencies. This group has the grand title of Register Management Group, but it is an informal and friendly group, which makes sure that the Register does what it set out to do - namely, give carers an efficient and reliable service.

Carers have been members of the group since it started, and it has always been chaired by a carer. The group would like to expand its membership, and so is looking for a couple more carers to join it. It meets every couple of months, at Brookfield House in Paignton, to discuss how things are going and how to promote the Register in different ways. If you have benefited from the Register or the Carers’ Emergency Response Card Scheme, and would be interested in knowing more about what the group does, Pam, the current chair would be pleased to chat with you. Do you care for a family member or friend with a learning disability?

If so, and you live in Torbay and are aged 60+, the Torbay Older Family Carers Initiative would like to hear from you!

Mencap, the national learning disability charity, has set up this project in Torbay to identify carers of retirement age and above, and help by:

Meeting with you and your family to discuss current and future needs

Providing information about support available to enable older carers to continue their role

Supporting families in accessing services

Helping plan and prepare for the future

Helping get you involved in social activities

Training for Carers -Emergency First Aid and Manual/Patient Handling

This course has been designed by St John Ambulance to cover two key areas of learning for family carers. Each course will have two sessions of three hours (10.00am-1.00pm).

The courses will be practical and give carers the chance to discuss their particular needs.

The course is FREE to carers and is not available to staff working in agencies or to paid carers. Arrangements can be made for transport, or to look after the cared-for person if required.
